Command prompt won't accept commands

Ok, I mentioned this in another post about reinstalling Windows Installer.
I've gotten past that without using the command prompt, but I still cannot
figure out why it won't accept these commands. In trying to get Norton
Internet Security to work (I'm still working with Symantec support on this)
none of the command prompt commands they've suggested I use will work.
Namely the 'attrib' and 'netsh int ip reset resetlog.txt'. It just refuses
to accept 'netsh'. I have XP Home SP2, and I log on as an administrator.
Does anyone have an idea why these commands won't work?
