When pressing a key, it has to be pressed 2-3 seconds before it displays in
the document. This is in at least two different programs. It is possible that
the shift key was pressed before the problem began. So I am thinking it may
be a command, but not sure since it was someone else's computer who is
encountering the problem. Thank you for any help.

Check for spyware. It might be a keylogger!

Please let us know if the below steps didn't help these info:
- Operating System Version/SP?
- How much Diskspace on the machine
- How much RAM installed
- Did this behaviour just occured or from long time dragging on!

Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Click [Apply] then [OK] to close the IE properties window.
