For which version of Windows ? I think either the Windows Support Tools
or Admin Tools from MSDN (some which *ARE* free btw without subscribing
to MSDN) can do this.

I don't think any of them can, the file version is set at compile time.

You can use resource hacker to change the exe via the commandline:
<http://www.users.on.net/johnson/resourcehacker>

it accepts scripts and commands

read the help file.
