I would like to create an entry in a batch file that will start Outlook, add
a number of recipients (already set up as a group in Contacts), add the
contents of a text file into the body of the message (not an attachment) and
send to all recipients.

I would be grateful for any pointers.

the first two are easy... use a mailto: for the DL. you'll need to use
scripting to handle the
text file.
