Does any command that can show the Windows command reference?

For Windows 2000
Create a shortcut with a "Target" value of;
%windir%\hh.exe Ms-its:%windir%\help\windows.chm::/ntcmds.htm

For Windows XP
Create a shortcut with a "Target" value of;
%windir%\hh.exe Ms-its:%windir%\help\ntcmds.chm::/ntcmds.htm
