How come when i select a hyperlink outlook browses desktop?

When i am sent an email with a hyperlink and select it, instead of going to
the web i am sent via explorer to view folders on my desktop. How can i
change what appears to be a blocking action happening?

Is the window called Locate Link Browser and requesting an exe file? If so
point it to IEXPLORE.EXE
