COM1 drops out on reboot

Win 2k Pro on Dell Optiplex GX260. All service packs and
patches up to date. Running a program that uses com1 to
gather data from card readers at entrance doors. Every
time the pc gets re-booted, the com port drops out, goes
to sleep, and communication is lost to the card readers.
The only way to restore communication is to go into
hardware manager and uninstall COM1 and re-boot. There are
no IRQ conflicts apparent. I have installed this software
on an identical pc and had no problems, so I don't think
it is the software.
