COM ports locked "In Use" by USB device in crash - Recovery?

I have several COM ports that are reporting "In Use". Far
more than I have devices connected to my laptop. I
believe that in some cases these ports are "locked" from
when my laptop would not properly recover from suspend
mode. (Forcing a subsequent forced power off and reboot.
It is a BIOS issue that causes a black screen when the
machine "wakes up").

Is there any way to inspect what device has a COM port
locked? In device manager I can't see anything but
the "active" COM ports. (and when no device is connected,
there are no ports listed - even of the ones listed as "In
Use" when I go into the advanced settings for a device to
change the port is responds on).

More importantly is there a way to release these "In Use"
resources?
