Com port sends command on shutdown or restart

A client has a receipt printing system plugged into his serial port in
Windows XP Professional. Whenever he shuts down or restarts his computer,
the receipt printer advances the paper and prints a couple of lines of
unintelligible text. This was not a problem on his old Windows 98 computer.
What can we do to prevent this from happening?

I think whenever XP boots, it communicates with the ports to see
what is attached, probably causing the printer to print some
jiberish. If you connect something after the boot, you have to go
into the control panel and have it check the ports for a device
if none was attached during the boot.
