COM port problem??

I have a pre-installed SmartLink 56k Modem on my customer
built notebook computer. It appears to be installed
correctly in the control panel as I am able to 'Query'
the modem fine, and see that it is assigned to COM3.
However in Setup Internet Connection Wizard AND the setup
software for another ISP, neither can find an installed
modem.

I have managed to setup the Microsoft Fax software
correctly using this modem, so why can't it be recognised
when trying to setup a dial-up connection??

Reason I thought it may be a COM port problem is that no
COM ports appear in Device Manager under 'Ports'. Only
the printer LPT port is shown even though the modem shows
it is assigned to COM port 2.

I have tried uninstalling the modem and reinstalling it
to no avail. Any help with this matter would be GREATLY
appreciated.

Kind Regards.

Sam
