COM AddIn That Loads on 2000, Not Loading in XP??

Hello,

Am I correct in understanding that in order for my .Net COM AddIn for
Outlook to work in Office XP and later that I must:

--Assign a strong name to the Outlook AddIn assembly
--Add a COM AddIn shim to the solution;
--Build both projects to the same output directory;
--Digitally sign the shim; and
--Digitally sign the Outlook COM AddIn
....etc., etc.

Is the above correct (i.e. can't get it to run otherwise)? Also, if one is
not in an Exchange environment, is it true that it can't be fixed at all?
