COM 4

I am using a laptop with Windows XP. I am trying to plug a device into COM
4. I can plug in one device and it works fine. The other device "Dings"
when I plug it in but I can't access it from the Device Manager. I know it
is plugged into COM 4. How can I make the computer know it is there?
