change what?

You can't change the scroll bars in FP, (unless you use a different Windows
theme)

If you're talking about changing the BROWSERS scroll bars, then this is done
through styles and CSS. Be aware though some of those effect might only
work in a certain specific browser such as Internet Explorer.
