Bring up the system control panel (windows break), go to advanced, under
performance click on settings, scroll to the second from the bottom (use
drop shadows for icon labels on the desktop) and make sure it is selected.
Also, make sure you don't have "lock web items on the desktop" checked when
you right click on the desktop.
