Hello everyone,

I can easily use the Organize option under my Tools menu to change the
COLOR of an e-mail message. However, I'd like to use a Rule to move
all messages with a specific color to a folder.

For example: all messages from people in my department are colored
blue. I can't seem to find a Rule that will move messages based on
Color.

There isn't that capability. You can make a rule that says if it's from
those people, move it and use Organize to change the colour if it's from
those people but they are not in the same part of Outlook and cannot be
combined. It looks like 2 different programming teams built each bit at a
different time to me!
