Color Scheme in "Add or Remove Programs" Window

Left side of "Add or Remove Programs" window takes color from "Application
Background" selection in "Advanced Appearance" menu. Default text color is
white, but "Application Background" selection doesn't show text color or
permit text color change. White text does not show up on some "Application
Background" color choices like yellow. How do you change this default text
color?
