Collapsible bullets

I'm using FrontPage 2002 and I just started using collapsible bullets for my
internal website. I'm getting a lot of compaints that when users expand a
collapsible bullet that the bullet will collapse itself when clicking outside
of the text area. Does anyone know a fix that I can use that will only allow
a bullet to collapse after being expanded by only clicking on the bullet
itself again???
