When Explorer opens the Doc's & Settings folder is automatically expanded as
is the user's subfolder. Is there a way to have all folders collapsed when
you open Explorer?

Use a shortcut (desktop or quicklaunch toolbar) that runs:

%windir%\explorer.exe /e

Use Start -> Help and Support and search on "command-line switches
