I forgot to mention this one, but it's definitely worth a look.
you can make your form in Expression Web or FrontPage as you normally would,
then set the form action to this app's receiving page.
I've used it myself and it works great:

also, what Thomas says below is the obvious answer;
learn to do a little coding and you won't need to buy anything. IMHO using
Cluxa is about the next best thing to that.
