CodeDom and enums

I'm trying to declare an enumeration type with CodeDom. Everything has
been working ok except that no matter what MemberAttributes value I
assign to the enum's Attributes property, it declares the enum as having
public access. I've had no other problems with using CodeDom, but this
one has gotten me stumped.
