Code in Wrong Place

I found this style and I'm not sure what it does.
I found it after </head> and before the <body>. I'm sure this is the wrong
spot for the code (whatever it does). Should I move this before <\head>?

Code is below:

I never heard of that.
How can I determine if I can get rid of it?

Delete it from you design view and
Don't use Insert Word Art or Shape Art
