code signing - avoiding "enable macros" once digital signature expires

How can I make my macros usable without the user having to always click
enable macros. I have a code signing cert but that expires after a year and
the users are back to enabling. Is there a long-term solution?

You could compile your own VB6 code creating your own spreadsheet application
and not use excel.
