Look at "click once". It is amazingly simple.

That looks interesting and very on target for my question. I guess a
totally different question would be how to get the data from a site
that is simply providing data... such as...

Yep, they provide an XML web service. Check out:

http://waterdata.usgs.gov/nwis/news/...ieval_info#WS1

Retrieving XML data from a web service in C# is pretty easy, and
there
are many examples out there.

Having code update itself can be tricky.

But having code fetch data is straight forward.
