code 39 error (periphials)

My dvd and cd rom drives are not showing when I view "my
computer". They will not play any media. They are being
recognized by the motherboard, but for some reason the
driver information is "missing or corrupt" (code 39).
Please help.

I have tried to install a new dvd-rw that "doesn't require
any additional drivers", and that is getting the same
error.
