code 31 when installing any pnp device

Iam getting error code 31 in device when trying to install
any pnp device. I have tried to install a d-link dfe530
nic and an ADSL conexant card. I have tried loading update
drivers and have been to both support sites but have been
unable to install the devices. I have also deleted any
reference to them in the registry
