Code 31 - CD ROM Lost

Microsoft Knowledge Base Article - 818826 offers a suposed
fix for "This device is not working properly because
Windows cannot load the drivers required for this device.
(Code 31)". My CDROM is not working and I can't get a
copy of the hotfix. Any suggestions?
