Code 19 Your Registry Might Be Corrupted?

I found KB article 295773, but I don't totally understand what I should do.
This problem is occuring when I try and install a USB device. The PC in
question is a Dell SX260. This an ultra small form. I am using it in a POS
system. The one and only serial port is taken by a receipt printer. I am
running Win2000 SP2. I have another unit just like it that doesn't have the
error. Any and all advice, suggesions, hints, tips, and/or tricks will be
greatly appreciated.

I read the article and it states to go into the BIOS setup
and activate at least one com port. To do this you must
reboot and press the Delete key on the Dell. You should
see an area in the BIOS setup for the ports, make sure
your com port is enabled.
