Code 19 cd-rom drive problems

I have both a cd-rom drive (lite-on ltr-24102m) and a dvd drive
(samsung dvd-rom sd-616e) which are listed as unknown by my device
manager with the following message: Windows cannot start this hardware
device because its configuration information (in the registry) is
incomplete or damaged. (Code 19)

I have tried modifying the registry as suggested by windows help and
re-installing the devices, neither of which has fixed the problem. Is
there anything else I can do?
