Code 10 keyboard error

I have a keyboard error in XP. When I have any keyboard
plugged into the PS/2 port from start up, windows won't
recognize it and says there is a code 10 error when
looked at in device manager. If I restart (or uninstall
the device and reinstall it in device manager), then
windows decides to recognize the keyboard. If I use a
usb keyboard, windows recognizes it from startup (from a
turned off mode). However, the bios (even with recognize
USB keyboards enabled) doesn't find a keyboard and won't
let the boot up go any farther. The way I discovered
that windows recognizes the usb keyboard on the first try
was by plugging a USB AND a PS/2 keyboards in at once.
While working, that isn't an acceptable solution (it
should work normally, not by some quirk setup). Finally,
I know it isn't the keyboard's fault because IO have
tried a couple different boards and have also tried them
on a different comp that has XP and they worked perfectly
the first time. Any help is greatly appreciated as this
problem has stumped me and is frustrating. Thanks.

Defective receptacle on M/B? You have tried a few keyboards, right? If none
work at boot, and you can't see one recognized during the boot, your M/B is
bad!
