COA - do I have to puchase WinXP when I have COA sticker but not CD?

I saw an add for a PC with COA, but no CD and no OS installed. Do I
need to purchase WinXP, or COA will give some discount from MS? What
COA without OS installed and without CD will give me?

The CoA attached to the PC means that the computer was originally sold
with an OEM license installed. Microsoft provides no support for OEM
licenses.

To be brutally frank, a door stop. You'll need to obtain OEM
installation media from somewhere to make use of that Product Key.

The computer's manufacturer can provide (probably for a nominal cost)
you with an installation disk that will work with that specific Product
Key, and only if they so choose. Normally, manufacturers are willing to
support only the original purchaser of the computer. You'll also have
to obtain the device drivers for all of the computer's internal
components from siad manufacturer.

You can also very probably use an unbranded, generic OEM installation
CD with that Product Key, but you'd still have to buy that (unless
you've a friend/acquaintance with one on hand), and it should come with
it's own Product Key.
