I gather you are dual-booting? Since this happens in two separate operating
systems, unless you can establish that Ctrl-V stops working at exactly X
time after doing X in both operating systems, then I'd look to the
hardware. If you are using a specialized keyboard uninstall the software
and use a plain vanilla keyboard instead. Test for a while to see if the
problem recurs. If it doesn't, then you know there's something wrong with
the original keyboard and/or its software.
This will give you a starting point for your troubleshooting anyway.
