cnbabe.dll error message

My high speed internet provider recently talked me thru a
change of email name and server. As soon as this change
was made I receive the following error message approx.
every 2 minutes. They have "assurred" me that it has
nothing to do with their changes, but rather with my
operating system. Can anyone help me? I have downloaded
Window XP Home Edition critical updates, but still have
the problem.

Here's the error

error loading C:\program files\common names\address
bar\cnbabe.dll

The specified module could not be found.

Download cnbabe.dll from www.dll-files.com and try placeing it in the C:\program files\common names\address
bar\cnbabe.dl
or Windows/system folder
