How cn I install XP on my computer?

I have IBM laptop with the following conditions:
1) IUnable to use the CD/DVD ROM ( it does not work)
2) Unable to boot from flash drive ( I get a disk error)
3) the old hard drive on the laptop crashed
Other than that the rest of the computer are still working.

I have bought a new hard drive, used it on another computer as a
secondary drive , formatted it as NTFS and copied the whole XP CD to
it.
Next I Setup a windows 2008 WDS server and can successfully PXE boot
and download windows boot image from WDS server. However when I go to
C: prompt and run the setup.exe , the option for "Install Windows XP"
is geryed out.

If I figure out a way to install an OS on the hard drive , I may be
able to get another year of usage out of the machine.
Any suggestions on the best way to install OS on this machine?

You need to install XP first and then all the other OS (2008 WDS and etc)

Install XP where? On the target computer, or the hard drive? The
target compuer isn't able to read CD's, USBs, and a network boot (PXE)
isn't working either. Only other option I can do is take the laptop
hard drive out, attach it to a device that allows laptop hard drives
to be converted to USB, attach the device to a USB port on another
computer, and possibly install it there, except for the fact that the
"Install Now" is greyed out. Installing XP is my problem,
so.....curious as to how to install XP if none of the above is
working.

Peter,

Correction to my statement below, network PXE does work, so if I have
Windows Deployment Service running (which is a new generation of RIS &
something similar to Norton Ghost )I am able to download a boot image
from the WDS server, however unable to download any of the premade/
preinstalled OS images to the target computer.
So the challenging question is how should I make this installation
work.
I was thinking about making the hard drive bootable to DOS , and then
try running the XP setup directly from the hard drive. Do you think
that is going to work?

I did and replied as such. I stand beside what I posted. Now we shall wait until the
OP posts back with his reply to your "WINNT32.EXE /MakeLocalSource " tip . It will
not work because XP needs to be the first before the 2008 WDS
