Just start tapping F8 when the system starts booting, keep tapping it until
you see the menu which should have the option to go to Safe Mode.
The out of range notice is a result of having selected a resolution or
refresh rate beyond the capability of your monitor. You need to either
lower the resolution or refresh rate. You seem to feel the settings you are
trying worked previously and that may well be the case but apparently these
settings are outside the range your monitor is able to display. It may not
have balked in the past because perhaps it was newer or perhaps it was not
this setting that you chose in the past.
Nonetheless, that's the reason for the "out of range" message and you need
to adjust the settings lower in order for you monitor to display properly.
