i ran an anti virus prog. & since then on boot up i get a
window telling me that C:\WINDOWS\system32\cmd32.exe
cannot be found, how can i get this file back (if at
all), also since running the av i have lost all system
restore points and can not restore my computer at all,
not even to the date i actually got it. i've not had it
long and know very little about them so any help would be
extremely grateful. thank you.

cmd32.exe is part of the virus that your antivirus program removed. Although
the file itself was removed, its reference in the registry was not, so
you'll have to do that manually.

Your restore points were probably infected with the virus as well, so your
antivirus program likely removed them, too.

All in all, I'd say your antivirus program did its job well. If only you'd
left your antivirus program on its 'automatically protect' setting then the
virus would probably never have gotten onto your computer in the first
place.
