cmd (or regedit) is not a valid win32 application

HI,
Everytime i go to STart->Run and type cmd or regedit i get "cmd (or regedit)
is not a valid win32 application".
I have scanned all my files with Mcafee, i have searched for cmd.com , i
aslo have scanned with other antivirus programs and there is no virus.
If i write cmd.exe or regedit.exe the windows opens properly.
So i dont think its a virus issue here...

Any help???
