cmd.exe / touch.exe mistake with file creation time

cmd.exe and/or touch.exe mistake: they round the file
creation date and time differing from windows explorer.

It is possible to see in windows explorer first 27.07.2004
15:48 as file creation date and time - and after assigning
this file creation date and time via touch.exe --
reference.... to a second file you can see 27.07.2004
15:47 with this second file!!!

The same held true in one case, where windows explorer
showed me 27.07.2004 15:48 as file creation date and time -
opening the dos box showed me 27.07.2004 15:47. And
nothing was done with this file!!

It seems, that different rounding algorithms are applied!


Thank God, it's now time for going home!!!
