Error code#19 Windows cannot start this hardware device
because it's configuration imformation (in the registry)is
incomplete or damaged."Your registry may be bad" How do i
find or get into my registry to select the check registry
utility which should allow windows to restart my system
and go back to a previous registry that is GOOD? I have
Windows XP home edition.

You can download TWEAKUI for windows XP.
There is a REPAIR option, then a Repair Regedit option (or
something) - Might be worth a try.

What device is it?
How long has it been misbehaving, or has it been this way ever since you
got it?
Do you really need to get an old registry, or have you tried
reinstalling the drivers for the device?

If you read the description of that button, it has nothing to do with this.
