cluster resource not failing over

hi

2 windows 2000 standard servers, connecting to an array that is configured through software. there are a number of resources on this array that work fine,
a new resource has been added to extend the space and it comes online on node 1 fine, when trying to move that resource to node 2 it fails to move to that node, node 2 cluster log reads
SCSI, error attaching to signature 25af37e5, error 2.
Online: Unable to attach to signature 25af37e5. Error: 2
sksOpenResourceFileHandle failed, error 2

any ideas
