I am experiencing this error with a new game. Searching has narrowed down
the problem to either or both .NET and/or Visual Studio errors. The problem
game is GTA4 which installs and activates but will not run from the
RSC/Windows Live shortcut. The GTA4 route is also blocked via a SecuROM
lauch failure. The program is legit.

What do the game's tech support people have to say? They are the ones who
you should be asking first. They will know if there are known issues,
patches, workarounds, etc. There may also be user forums at the game
website.
