CLR Debugging Service error message in Outlook 2003

I have been getting a Common Language Runtime Debugging Service error message
when I open out. I close the message & Outlook; reopen and then it works
fine. How do I get this to stop?

The research I did on the web said to delete the extend.dat file but i found
conflicting answers. Most say that OUtlook will rebuild this after restart,
others say this is a critical file. Help!
