Closing/Minimizing W/Dual displays

Greetings

I am using an ATI 9600 dual display video card. I am trying to figure out
how to get all applications to open on my first monitor which I have set up
as my secondary display. Some apps will only open on primary display which
is my second monitor. Then when I minimize the app it will fly to the icon
tray which I have on my secondary display(monitor one). One application in
particular will only display on primary no matter what I do while another
will allow display on secondary but not in full screen mode. The app that
will open on secondary display does not have the ability to resize from the
corners like most seem to. If I want to use that app at full screen it can
only be used on the primary display(second monitor). If I need to use it on
secondary display it will only run in small window. I hope this is not
totally confusing and someone knows what I need and has some suggestions.
