"Close Group" and other right click options not available

Both for Excel 2003 and 2007 on the same computer I have had this issue.
When I have multiple Excel files open and right-click on Excel on the task
bar Close Group, cascade, tile, etc are all grayed out. How do I fix this?
Upgrading to 2007 did not resolve the issue and I have run a repair and
re-install of Office 2007 to fix other issues, but this one is persistent.
