Cloned drive won't boot

I cloned my drive to a new one but it won't boot. I
received a suggestion to go to the following site and
follow the instructions:

But the drive won't boot into Safe Mode either. There's
no way to change the registry if I can't boot. It gets
to the point where it wants me to log onto Windows and
asks me for my password. I have no password so I just
hit Ok and it just keeps coming back with the
same request to log onto Windows........
