I am looking for a program that will wake up my computer and turn it off.

Your BIOS may have these options. (At least the turning on..)
(That is the System Setup - not Windows related.)

Otherwise, you can schedule (Using the Task Scheduler in Windows) a shutdown
and/or restart.
