I've had the time zone fix installed for a while, and just recently
applied Service Pack 3. I wonder if that is somehow causing DST
changes to occur twice?

Have you ran Windows Update since applying SP3? You may have to reinstall
the time zone fix.

Not sure what others are advising but, have you checked which timezone you
are currently configured to?

To check this, type ;

W32TM /TZ

....at a command prompt (cmd.exe).

Knowing what exactly the configuration is may go some way in explaining the
problem.

Plus, you can use the application "tzedit.exe" to more accurately configure
(things like plus or minus bias to GMT & daylight saving start / end ).

If you don't already have this application on XP, you may get a copy of it
here :
http://download.microsoft.com/downlo...52f/tzedit.exe
