If you mean to the desktop, either right-click and drag clpbrd.exe to
the desktop and click "Create shortcut here", or open start
menu/programs/accessories/system tools, right click on "Clipboard", drag
it out and clock "copy here".

The clipboard is not a program. It's simply a portion of RAM in which
clips can be saved. So you can't have a shortcut to it.

Perhaps you mean the clipboard *viewer*. If so, follow Tony Meloche's
advice.

But what do you want to use the clipboard viewer for? In general, most
people never need to use it. You put something in the clipboard by
choosing Edit | Copy (or cut) or Ctrl-C or Ctrl-X. You get to see
what's there when you paste it someplace with Edit | Paste or Ctrl-V.
If it's not what you expected to be there, it's quick and easy to just
delete it. Generally using the clipboard viewer to see what's there
just slows you down.

Then make the shortcut from the file itself. You will find it in
c:\windows\system32\clpbrd.exe If it's not there, then it probably
isn't installed on your computer. Get your WindowsXP CD ready, and go
to control panel, "Add or Remove programs", and then click on the
computer icon on the left with a green "plus" sign on it. Follow the
instructions, but the first thing it will ask you to do is insert your CD.

That's clipbrd.exe, in Win\Sys32. Search function can;'t find "clpbrd.exe".
