Clipboard won't clear

I have a user who is trying to copy and paste from the Internet or Outlook
messages into a new message, but is unable to. The clipboard will not clear
no matter what we do. If we click Clear All and open a new message,
everything that was in there previously is back in there. The only thing that
she can paste is the last item in the clipboard, which is a blue question
mark picture.

Here is what I have done already (its Outlook 2003, SP3):

- have run a Detect and Repair with no results
- tried to re-register regsvr32 /i ole32.dll and regsvr32 /i shell32.dll
with no results
- have tried a complete uninstall and re-install with no results (same
behaviour)

Please help with this as we've never seen this before.
