The clipboard re-appears in outlook mail even after I turn it off

I don't want to see the clipboard at the side of mail messages unless I ask
for it. I have used all obvious commands to tunr it off. This works unitl I
open Outlook again - then the cloipboard opens again at the side of all mail
and new mail messages. Any advice gratefully received
