Clipboard will not Paste All. Sometimes clipboard wont collect

Many times (not all) my clipboard will not accept a multiple copies in order
to paste all; Other times it will not paste any of the entries collected. It
will cut & paste 1 item at a time with the regular paste feature. I am using
2003 profesional
